Light Passenger Vehicle (8 passengers plus driver)
Light passenger transport vehicles are vehicles used for hire and reward that may carry up to eight passengers besides the driver. Such vehicles may be driven only by holders of a drivers tag which is issued by the Driver & Passenger Operator Licensing Unit of Transport Malta to applicants who satisfy the following requirements:
- Are in possession of a category B driving license;
- Have attended the Customer Care course;
- Are of good repute;
- Are fluent in Maltese or English.
Applicants are required to submit DPA 13 application which can be sent by post or handed personally at Transport Malta, A3 Towers, Triq l -Arkata, Paola.
In addition to the application DPA 13, candidates are required to submit the following documents:
- Criminal Record Sheet
- Medical Certificate (if applicant is 50 years and over)*
- Copy of Residence Card in cases where a valid EU driving licence shall be utilised.
- Cheque for 12.00 for the issuance of the Permit (Tag)
- Cheque for 10.00 for the licence upgrade including the harmonized code
* Medical is required after driver has reached 50 years and over. In cases of clients who at example age 48 then the Driver Permit Tag shall be issued for a period of 2 years then upon renewal with medical shall be issued for 5 years. Alternatively, one can present the medical before this is due and Driver Permit Tag shall be issued for 5 years immediately.
Applicants are also required to apply and attend for the customer care course. The list of approved training providers for this course can be found here.
On successful completion of the course and submission of all relevant documents, a Driver Permit (Tag) shall then be issued against a fee of 12.00. The Permit will be valid for a maximum period of 5 years and will expire in line with the driving licence validity. In addition you shall need to have your driving licence card updated, against a fee of 10.00, with the harmonized codes 103 showing you have a chauffeur drivers permit. Permits and tag are issued within a period of 2 weeks from receipt of all necessary documents, including the Criminal Record Sheet.

Renewal of Tag
The following procedure applies for renewing Light Passenger Transport Vehicle Tags:
Applicant are required to attend personally at the Driver and Passenger Operator Licensing Unit at A3 Towers,Triq l-Arkata, Paola or at Transport Maltas headquearter in Pantar Road, Lija (for opening hours check here) and present the following documents:
- An original, recent and clean police conduct certificate;
- A valid Driving Licence;
- Sign and submit the DPA 14 form;
- Medical Certificate (if applicant is 50years and over)*
*Medical is required after driver has reached 50 years and over. In cases of clients who apply at example age 48 then the Driver Permit Tag shall be issued for a period of 2 years then upon renewal with medical shall be issued for 5 years. Alternatively, one can present the medical before this is due and Driver Permit Tag shall be issued for 5 years immediately.
On confirmation of all documentation, client will be issued with a Tag valid for a maximum period of five years, or earlier in line with the Driving Licence validity, against a fee of Euro12.
The driver is obliged to wear a valid tag whenever on duty, particularly when a client is in the Light Passenger Transport Vehicle.
Processing of Applications and Appeal Procedure
The processing of applications for new or renewed LPTV Driver permits or tags takes a maximum of 2 weeks from the date of submission of the application form and all the necessary supporting documentation and the receipt of the Criminal Record.
If the application is accepted, the Authority shall proceed with the printing of the driving licence which will be mailed at the address specified in the application, unless the client specifically requests a different mode of delivery.
If the application is refused by the Authority, the decision, and the reasons leading to it, shall be communicated in writing via registered post to the applicant at the address specified in the application.
Every notice of refusal shall state that the applicant has a right to make representations in writing, within ten days, to the Authority giving reasons why the application should not be refused and the Authority shall consider any representations so made before arriving at a final decision. The Authority shall notify in writing its final decision to the applicant concerned.
When an application is refused by the Authority, the applicant may appeal to the Administrative Review Tribunal within thirty days from the notification of the Authoritys decision. More information about this Tribunal is available here.
